After centuries of scams to cover up sexual abuse, the Roman Catholic Church now has a new papal decree which holds bishops accountable for sexual abuse, requires clerics to report abuse that comes to their attention, and allows complaints to be made directly to the Vatican if needed. But many suspect that this change in policy will have insufficient impact without continuing pressure being applied by the abused victims and their advocates.
